Fiscal Decentralization, Environmental Regulation and High-Quality Economic Development

Fiscal decentralization, as a policy with which to regulate the financial power relationships between central and local governments, undoubtedly has an impact on high-quality economic development, in current context of focusing environmental quality its path may include regulation, is restricted by degree decentralization directly affects development. Based data from 30 Chinese provinces 2010 2019, this paper empirically tests moderating effect regulation relationship fiscal development through use intermediary-effect model, threshold quantile regression model. The following are main conclusions: First, encourages coefficient 0.069, but dampens effect, value 0.0055 for suppression effect; after removing endogenous effects, conclusion remains valid. Second, influence different manifestations under intensities levels development: larger when intensity exceeds 0.0108; it only shows positive regions higher (after 25% quantile). contribution discussion perspective revealing new play role, certain significance exploring appropriate formulating policies.
